Public economics discusses the relationship between the individual and the state, which is sophisticated because the resources for all government expenditures ultimately must come from the private sector. The controversy in the relationship centers around the financial behavior of government including taxing and spending activities, and the use of real resources. Both involve the microeconomic functions of government, that is, the way government affects resource allocation and income distribution. This is why public economics matters. To examine the functions of government, public economics in analysis tools encompasses positive and normative analysis: positive analysis addresses issues of cause and effect (e.g., tax reduction and consumption outcome), and normative analysis addresses ethical issues (e.g., what is fairer or better). This course goes through the discussion aspects, theories, and analyses of public economics.
課程目標 Objectives
This course has the following objectives to achieve for students: (1) Understand important theories in public economics. (2) Use economic analysis tools to discuss public policies. (3) Critically review existing public policies that affect resource allocation and income distribution.
授課方式 Teaching methods
Lectures, class question discussions, and a mid-term presentation for lecture topic and a final presentation for case study.

Internship: The required or elective courses should include credits and learning hours. Students should participate in the corporative company or institution to practice and learn the real skills. An internship certification must be handed in at the end of internship to get the credits or to fulfil the graduation requirements.
