For the current regulatory agencies in the United States, China, the European Union and Japan, due to the formal launch of the Regulatory Science Program, as the target research object of the course, the government documents, data compilations and related literature of these countries and regions are analyzed and reviewed. Key topics include:
1. Making and evolution of Regulatory Science;
2. Regulatory agencies of medical healthcare;
3. Policy and legal alignment;
4. Talent development;
5. Innovative models expanding scientific collaboration;
6. Regulatory metrics and guidelines.
醫療監管科學是近期越發重要而有趣的學門。基本上,監管科學中存在差距,因此需要解決這些差距,以改善藥物開發和評估,最終使其獲得滿足患者需求的創新藥物成為可能。因此,不同於過往以看守和監控為主,至少3個正向的新導向值得我們研究:(1)激勵藥物開發研究人員和資助組織,(2)提供新的主題和相關研究的參考資料,(3)加速藥物開發的創新並轉化為有效、高品質的療法。
針對當前美國、中國、歐盟和日本的藥品監管機構,因正式啟動了監管科學計劃,而做為課程的目標研究對象,對這些國家與地區的政府文件、數據彙編和相關文獻進行分析和審查。
本學期(112-1)課程主要內容包括:
1. 科學的形成與沿革:關於醫療監管科學的定義尚無共識,但發展和應用監管科學的願景卻是相同的,即開發新的工具、標準和指南,以提高評估受管制產品的風險和收益的有效性和效率。
2. 藥品監管機構:每個藥品監管機構都確定了各自監管科學發展的優先領域和特定目標,這些目標是基於技術(例如毒理學、臨床評估)、過程(例如與醫療保健系統的伙伴關係)或產品(例如藥物設備組合產品)的目標集合。
3. 政策與法制的配合:持續支持和定期審查監管科學的發展,對於藥品監管機構更加有效地應對法規方面,建置健全體制的科學性挑戰至關重要。
4. 人才培育:增強工作人員能力,提高監管效率和透明度,以及改善跨境溝通能力被認為是監管科學發展的主要成果。
5. 創新模式擴大科學合作:為了推進醫療監管科學,藥品監管機構已為員工培訓、研究項目資金、信息技術建設和實驗室基礎設施提供了大量資源,同時通過多種創新模式擴大科學合作。
6. 監管衡量與準則:衡量監管科學的產出包括科學出版物、受資助項目、監管機構交互、評估方法和監管準則。

課程目標 Objectives

         Regulatory science of medical healthcare refers to the scientific and technical underpinnings on which regulations in various industries, especially those involving health or safety, are based. This course tends to provide students with a basic understanding of the development and application of regulatory science, and to analyze the practical implementation experience of developing regulatory science in specific countries, including the experience of drug regulatory agencies in the United States, China, the European Union and Japan.
醫療監管科學是指各種行業(尤其是涉及健康或安全的行業)法規所依據的科學和技術基礎。
本課程提供學生對於發展和應用醫療監管科學的基本瞭解,並且分析特定國家推行發展監管科學的實際執行經驗,包括美國、中國、歐盟和日本的醫療監管機構的經驗。
