課程大綱 Course syllabus

公共參與是強民主的重要指標,也是公共事務管理的趨勢與要素。但要體現公民參與精神並達成期待,需要有適切的機制設計、充分的事前準備,以及公共討論現場合宜的引導與主持。本課程將帶領同學認識公民參與的概念與原則、各種參與機制之評估、實務經驗檢討等,並藉由參與主辦一場有關行人路權的公共討論,讓同學熟悉公共參與所需的準備與實況。
Public participation is a core element and indicator of strong democracy. This course introduces the concept, evolvement and approaches of public participation, and equips the students with the capacity of designing and hosting deliberative public discussions. Students are required to engage in and assist a real-world public forum.

課程目標 Objectives

         1.帶領同學瞭解公民參與的理念、發展與國內外作法經驗。
2.培力同學判斷公民參與的機制、設計與執行品質。
3.裝備同學對公民參與及審議民主的操作與主持知能。
4.帶領同學參與一項公共討論之實際操作。
Introduce the concept, evolvement and approaches of public participation.
Empower the students to be able to assess the quality of public participation practices.
Equip the students with the capacity of designing and hosting deliberative public discussions.
Lead the students to engage in and assist a real-world public discussion.


授課方式 Teaching methods

         概念講授、分組討論、外師演講、同學導讀、課堂演練、校外實務演練。
Lectures, group discussion, workshops, in-class practice, off-campus visit and practice.
