This subject provides students who take in “International Economic Law–Business & Policy” develop a robust understanding of the legal and ethical impact of business practices and the global economy. Thus, students will learn about:
Part I. The Analytical Framework
1. Governments and the Macro-Organization of Economic Activity: A Historical and Spatial Perspective
2. Globalization and National Government Policies: An Economist's View
3. A Business Analytic Approach to Governments and Globalization
4. An International Political Economy Perspective
5. The Architecture of Globalization: State Sovereignty in a Networked Global Economy
Part II. Country Case Studies (Team Essays by Students in this Class.)
Part III. Implications for National and Supra-National Governance
1. Implications for National Governments
2. Should there be Multilateral Rules on Foreign Direct Investment?
Most importantly, “International Economic Law–Business & Policy” participants are presented with a focus on ethical decision making and socially responsible behavior. Therefore, the major topics include:

* (本(111-2)學期,此一課程的核心與案例研究,將集中於前述的「主題4、5、6配合ESG政策--環境(Environmental)、社會(Social)、治理(Governance)」。課程將聚焦於企業環境、社會及公司治理(ESG)成為現階段全球引導永續發展不可或缺的重要支持,亦代表企業需辨別之經營風險、潛在機會與轉型能力,對於創造盈餘與資本積累的設計和優劣比較,以達成永續發展。並且,針對時勢,課程將剖析新型商務在近期國際風潮與市場變動中,對於企業組織的決策選擇與管理。)

課程目標 Objectives

         A participant in “International Economic Law–Business & Policy” will add value to a career as almost all areas of business - from employment practices to product and service promotion to accounting and reporting compliance - have a myriad set of legal issues. Also, the subject provides a strong overview of the global marketplace in which governments interact with international corporations, and the seminars present up-to-date analysis of recent changes in governmental regulation of business.
在2020-23年間,全球各國政府、監管機構、非政府組織、私營部門和其他重要利益相關者繼續強調ESG問題。能源行業也不例外,因為公司和投資者面臨著一系列ESG問題,包括向凈零經濟的過渡,不斷變化的排放報告要求以及對供應鏈的日益關注。本課程內容主要係以社會中之法律的脈絡(the context of law)為題材,針對今日市場經濟體系中,關於「國家、市場、企業與消費大眾」四個角色對象的互動下,就國際間對於ESG的經濟管制和法律走向,以法律決策與實例與趨勢為主題,及相關的法規、政府管制措施、……等等的形成、演變與適用,進行實踐的經濟和法律(economic and legal)互動之檢討。近代市場擴張影響所及,當代國際社會面對的資本流動、結構變化、貧富差距、貿易衝突、…等「發展」(development)或「現代化」(modernization)問題,也將以討論的方式,加以分析提醒。
本課程透過逐項議題討論,希冀修課同學能:
1.洞察基礎概念:理解課程介紹之理論的基礎概念,並能加以應用「商務決策」;同時對現象面有更深入的剖析能力。
2.增進個案研究:透過「個案研究」對實例的研讀,體認「決策管理的市場與法律之雙重基礎」,促進同學個案剖析與寫作能力。
3.鍛鍊決策管理:經由時代演變,針對「決策管理」過程,對於市場與法律糾結之研究問題的發想、研究方法的設計。
