全球化浪潮下,城市間競爭日趨白熱化,「城市治理」是驅動城市轉型的動能,更是現代化公共事務管理與國家發展的核心,攸關我們的日常生活、形塑我們的未來。然而,「從政府到治理」(From Government to Governance)的推進力量是什麼?「城市治理」能否實現每一個不同的城市願景?「城市治理」是「新瓶裝舊酒」的管制手段,還是各種複雜能量、行動者與網絡的匯聚?我們能否透過「城市治理」來打造獨特而創新的價值?我們如何以不同的治理模式重新定義公共生活中的各種情感和利害問題?我們如何「抗拒共同方向的迷失」,重新定位自己的城市? 本課程在於提升及強化選課學生在城市治理領域的專業知能、文獻整合歸納、獨立研究及應用能力。除了嫻熟相關理論及國際趨勢,並能透過全面、多元、具批判性的視角深入理解城市治理的本質與樣態,從而精準而有效率的結合理論與實務,成為能夠實際解決問題的頂尖治理人才。本課程除了介紹「城市治理」的相關理論與國內外發展趨勢,更著重於學術研究與實務應用的連結,透過經典城市個案的分析,探索城市發展與轉型的動力,並針對各種危機與風險的樣態進行深入討論,深化學生的理論基礎與社會實踐能力。課程內容涵蓋全球化與地方治理、公共服務與基礎建設、空間規劃與都市更新、社群媒體與治理轉型、循證治理、智慧治理、協力治理、情感治理等不同面向,引領學生從複雜多變的城市重要議題中思辨治理的本質、運作、構成、產出以及影響,培養跨界、跨領域、跨同溫層、跨世代的對話及創新能力。另外,學期中也會邀請校外專業人士進行專題演講,並安排學生實地參訪政策相關機構或場域,實際了解城市治理的動態過程。 Urban governance comprises the various dynamics, models, and movements that guide economic and physical revitalisation, the distribution and mobilisation of resources, the creation of new values, the configuration of policy networks, and other aspects of everyday life in different cities. This course examines governance from political, social, physical and economic perspectives. In addition, we will discuss how affective dynamics drive urban transformation making about particular urban risks and important issues. This course enables students to understand the process, dynamics and scales of urban governance, and its implications for policy innovation and urban vision in the context of globalization. It will explore the major factors contributing to physical and economic transformation in different urban areas. Diverse urban systems and governance models in different cities will be examined. The course will equip students with knowledge to explore how hidden forces influences people’s livelihood, decision-making, social and cultural innovation, economic transition, institutional and political change in their urban life.

Internship: The required or elective courses should include credits and learning hours. Students should participate in the corporative company or institution to practice and learn the real skills.
