課程大綱 Course syllabus
　　　　　　　　 本課程所將涵蓋之內容包括：政策失敗之根由、政策過程之概念、公共問題之本質、將問題帶至政府、政策形成、政策方案之合法化、政策方案所需預算之編列、方案之執行、方案之評估等。
上述諸議題均屬公共政策之內涵，對這些議題之理解將可提供學生對公共政策議題進行觀察、分析、評估之能力。




課程目標 Objectives
　　　　　　　　 本課程旨在提供（海洋）法政社會科學領域之碩士班研究生對公共政策學門的初步認識與理解，而使學生具備進一步修習海洋政策、公共政策分析、或其他公共政策專題領域之能力。
本課程以Charles O. Jones 所著之公共政策研究概論一書為基礎，依該書之章節順序詳細講授該書之內容，並輔以國內公共政策實際案例之研讀與分析，使學生除認識與理解公共政策之學理外，並得以活用至實際之公共政策議題。




授課方式 Teaching methods
　　　　　　　　 本課程以講授、導讀、討論為主，採互動方式，由學生主動研習教師指定之內容，上課時提出導讀報告，授課教師予以補充說明，其他同學參與討論。
本學期中，或因任課教授之公務需要，以及配合疫情之最新發展，而必須調整上課時間或方式（例如遠距教學），請大家諒解，並期以合議方式協調補課時間與場地，請大家配合。
