良善的公共事務管理可以積極帶動政府施政總體發展、促進公共服務傳遞品質、改善都市整體空間環境與復甦都市機能,進而促進居民的公共利益。同時,臺灣地方政府如要在全球化的競爭下在國際舞台占有一席之地,亦須仰賴運作良好的公共事務管理。90年代以降,由於政府低效率與無法及時回應社會變遷之問題,以市場邏輯為思維主軸的「新公共管理」(New Public Management, NPM)典範被引介到政府運作與公共服務傳遞。在經過多年的實踐後,新公共管理發展出不同主題與擴展其應用範圍,但也同時面臨許多挑戰。
本課程將帶領同學探究公共事務背後的基本價值、新公共管理的發展與演變。透過不同公共管理途徑背景與發展之介紹、工具運用、個案探討,引導學生對當前公共事務管理的理論與實務有更為深入之認識,並理解政府在面臨治理危機時下,如何運用各項政策工具與技術,來管理公共事務各面向。

The purpose of this course is to provide aspiring EMPA students with the tools necessary to work with and within organizations. Students will be introduced to public management concepts and receive the competencies required to address the challenges in the public sector. Students will explore innovative related to the management of public sector organizations, such as: Artificial Intelligence (AI) issues in public affairs management; Network and collaborative governance; social enterprise; service coproduction; smart cities and the application of big data analysis. Using managerial perspectives, the course focuses on the structure and management function of public agencies. Because the increasingly complex nature of public service delivery, we will also address how the private and nonprofit sectors interact with public organizations to provide public services.












課程目標 Objectives

         1.帶領同學瞭解公共事務所涉及的根本價值之辯證、公共管理的發展與變遷,引導同學以批判的角度思考公共議題與政策。
2.著重相關理論與文獻的探討,並輔以公共管理實務案例,來強化學生在理論與實務的結合。
1.Identify the elements of public management from a theoretical and practical perspective.
2.Understand what makes an effective public manager and how to apply tools and techniques presented to achieve organizational effectiveness to their work in public service.
