課程大綱 Course syllabus
　　　　　　　　 海洋政策是學術學門，亦是國家政策領域。如何理解國家的海洋事務，如何制訂國家的海洋政策，是任何一個海洋國家所必須面對的議題，同時，亦是學術界所欲處理的問題。海洋政策學是在維護國家海洋權益之需求下而誕生、發展；海洋政策學的成長則在使海洋國家能更有系統、有邏輯、有理論地提振國家海洋權益。
一個海洋國家如欲維護國家在世界海洋上的權益，勢必得有清楚的國內海域立法、有效的海洋行政機關、與有力的海域執法作為。這些國家的需求應如何達成與滿足，是一個實務，亦是一個學術問題。故本課程將對下述問題進行闡述：
海洋政策的本質與海洋政策學的學理為何？一個海洋國家應如何建構其領域立法、海洋行政、與海域執法等諸體制？我國在海洋上有何作為？國家在海洋上的前景與努力又是什麼？
此外，海洋政策學包括之專業政策領域甚廣，譬如，漁業政策、海軍政策、海洋環境政策、海岸地區管理政策、海運政策、海洋科學研究政策等。本課程在時間之限制下無法單獨就每一政策領域給予專論講述，但亦將在課程講授與研討之間有所論及。

課程目標 Objectives
　　　　　　　　 本課程之目的與設計旨在提供學生瞭解「海洋政策」之內涵，並讓學生獲得必要的基礎背景知識與技巧，以解決海洋相關社會、政治與法律議題，為未來深入鑽研奠基。

授課方式 Teaching methods
　　　　　　　　 1. 本課程以講授為主，討論為輔，希望學生能主動從海洋政策的角度來思考我國當前所面臨的海洋問題，十分鼓勵上課中發言。
2. 不定時在每次上課前會針對前一次上課的內容進行小考，請修課同學妥為準備。
3. 本學期中，任課教授或有出國或辦理國際會議之需要而必須調整上課時間，請大家諒解，並期以合議方式協調補課時間與場地，請大家配合。
