從搖籃到墳墓,公共事務的複雜性、多樣性、以及可能引發的爭議,越來越超乎過去的想像,在管理上也面臨前所未有的挑戰。前瞻基礎建設計畫真的可以平衡區域經濟發展?還是債留子孫,導致另一波財政危機?相愛結婚不是人權嗎?為什麼同志結婚的立法過程步步艱辛?公私協力是提升政府效能的新治理模式還是官商勾結的溫床?政府到底是管太多,還是根本沒在管?在這個缺乏共識、假消息滿天飛的現代民主社會,要怎麼精準掌握資訊及社會氛圍,形成共識、讓公共利益極大化,在政府財政日漸困窘的情況下,滿足最大多數人的需求?
本課程在於提升及強化學生在公共事務領域的專業知能,除了嫻熟相關理論及法規,更協助學生理解政治、經濟、社會、文化、時空脈絡等因素如何影響公共管理及政策制定,從而正確並有效率的運用科技工具,以全面而多元的視角針對問題進行深入分析,充分掌握資訊以做出精準而適當的決策,成為一流的公共管理人才。本課程除了介紹現代公共管理的核心價值與理論趨勢,更著重於學術研究與實務應用的連結,兼顧理論變遷與個案實例,課程內容涵蓋城市衰退與更新、鉅型計畫與財政危機、地方治理、政策網絡、社群媒體、決策與危機管理等等,引領學生從複雜多變的公共議題中思辨公共事務的本質、運作、構成、產出以及影響,同時培養跨界對話於持續創新的能力。另外,學期中也會邀請校外專業人士進行專題演講,並安排學生實地參訪政策相關機構或場域,實際了解公共管理及政策的動態過程。
This course is designed to help individuals who are developing abilities and skills as leaders in public management and policy making, within government or communities, with an NGO or within the private sector. The course aims to promote and strengthen the interrelationship between academic research and practical application in public affair management. Integral to these aims, this course will promote better understanding regarding the time-space context of policy change and emerging technologies, which profoundly influence management thinking and strategic planning. This course provides a broad overview of public management and covers critical issues such as urban decline, financial crisis, civil society, sustainability and uncertainty. It includes a thorough exploration of strategic planning and marketing, policy networks and stakeholder identification, strategic misrepresentation (deception) and optimism bias (delusion), as well as affective atmospheres.
Throughout the course there is an emphasis on the real-world policy making in the field of urban planning and regeneration, infrastructure and megaproject, local governance and community participation, whether that is in government at local and national levels, or in the third sector. This practice focus is reflected in the programmed fieldwork activities relevant to government and policy, the critique and analysis of case studies, and the assignments that students undertake which establishes the research base for their final presentation in this course. It aims to explore various dynamics in the urban system, discusses various design and operational scenarios and their impacts on the urban society, and later examines some aspects of megaprojects worth focusing and investigating.

授課方式 Teaching methods

         (1) 第一周上課將採 Google Meet 進行同步遠距課程,已選課學生請於以下連結進入:meet.google.com/iav-jkvn-ocy
(2) 相關資料置於本校網路大學,請至本校圖資處首頁網路大學登入。
(3) 輸入選課系統帳密登入課程下戴教學簡報及參考資料檔案。
(4) 非選課學生擬旁聽者,請於前述連結登入,並於留言區留下學號姓名,以做為其他處理之參考。
每周課程主要分成兩個部分:(1) 文本導讀及討論。(2) 相關案例評析。每週課程的第一部份為概念講解與討論,同學在上課前必須閱讀該週指定文本,於課中發表自己的觀點並提出問題共同討論,經由意見交流、相互激盪,將相關知識內化。課程的第二部份為相關案例評析,主要目的是根據該週的主題,選擇實際案例進行討論,除了以習得的理論框架進行分析,更鼓勵學生以自身領域及經驗深入探討,提升相關知識與研究能力。另外,本學期會安排一到兩次的實地參訪,讓學生進入與課程相關的特定場址(field site)進行田野調查,並於參訪完後兩周繳交分析報告(期中考成績),期末須選擇公共議題進行個案分析研究,並於最後一堂課簡報(需繳交書面報告)及討論。
This course is divided into two parts. The first part studies the theoretical framework of public affairs and critical issues regarding management, governance and policy. In this part, we examine the global trends and developments of governance to acquire deeper insights into the interrelationships between government, private sectors and other stakeholders. The second part of the course starts with a discussion on real-world policy making by means of case studies analysis. We strongly encourage students to express their opinions on the issues from different perspectives and critically appraise different types of information. Then it proceeds on to discuss the dynamic process of project management and policy-making in the field of urban regeneration. Through our fieldwork encounters in the field site, crucially, students learn how to identify the major factors that influence the risks, innovation, benefits, and problems within the regeneration process.
