本課程主要教導公共決策的倫理原則，以及這些原則在公共衝突上的應用與爭議。課程後期並將以環境政策的有關衝突為例，講論環境治理的複雜性。
This course is aimed to teach students ethical principles in making decisions for public policies, and the controversies about these principles. In the later part of the course, cases of environmental conflicts will also be used as examples for the application of these principles.

課程目標 Objectives

幫助同學瞭解環境與公共決策的倫理原則與公共衝突案例，培養學生週延思考和與各方利害關係人的對話、溝通能力。
(a) To help students understand the ethical principles involved in public decisions and public conflicts; (b) To enhance students' ability in critical thinking and communication with various stakeholders.
