課程大綱 Course syllabus

From a broader perspective, an industrial policy is primarily a process characterized by the establishment of search networks or cooperative public and private sector efforts that anticipate technological change and its effects rather than a priori-defined targets. Nevertheless, it is worth noting that the laws of technology & science create a core standing of these networks or efforts for the developing economies.
To understand these core issues, the major content of this course will focus on the interaction between laws of technology & science and industrial policy. At the first level, there are 5 dimensions detailed of the industrial policy can be further analyzed, including: (1) policy of industrial structure; (2) policy of industrial organizations; (3) policy of industrial technology; and (4) policy of relationship between international industry and domestic industry; and (5) Is a law of industrial policy necessary?
Secondly, the course’s legal managements related to science and technology are grouped into four, often-overlapping clusters: (1) Intellectual Property Law; (2) Health Law; (3) Internet Law; and (4) Technology & Civil Liberties; (5) Trends for laws of technology & science.
身為管理人才,我們理解近期科技創新帶來的產業環境變化嗎?本課程簡明提供學習者實用演練與個案研究進行這個理解,而內容具有兩個層次。首先,在產業政策上,分析台灣『5+2產業』,主要議題包括:(1)科技,帶來產業結構的政策改變嗎?(2)創新,有變形蟲的政策動力嗎~談談產業組織?(3)產業技術,要看政策或市場?(4)台灣與國際,產業關係的政策怎麼看?(5)所謂產業政策法,需要嗎?
其次,在科技法律上,分析趨勢和立法走向,主要的解剖途徑包括:(1)智慧財產法制;(2)醫事相關法制;(3)網際網路法制;(4)技術與民事責任法制;(5)科技法律的趨勢?(註:以上主題將視實際修課人數而合理調整。)

課程目標 Objectives

         The rise of ever-changing technology brings huge benefits for businesses, consumers, entrepreneurs, and most common people who have a message they want to share with the world. But it also creates an entirely new set of problems and ethical dilemmas than ever before. This course seeks to guide students to build a community of students interested in the intersections between law and technology, and between decision-makings and ethical dilemmas related under the industrial policy.
本課程目標在於提供近5年來科技創新所帶來的產業環境變化,與相關管理人才如何因應趨勢而進行轉型。日新月異的科技興起,讓企業、消費者、創業者,甚至於想要世界分享訊息的普通人們,受惠許多龐大的便利。與此同時,也帶來前所未有的新爭議和倫理困境。本課程試圖提供有興趣的同學們,可以理解科技與法律之間、相關決策與倫理困境之間等跨領域的互動。
