公共參與是強民主的重要指標,也是公共事務管理的趨勢與要素。但要體現公民參與精神並達成期待,需要有適切的機制設計、充分的事前準備,以及公共討論現場合宜的引導與主持。本課程將帶領同學認識公民參與的概念與原則、各種參與機制之評估、實務經驗檢討等,並結合審議民主的討論原則與模式,讓同學熟悉好品質的公共討論所需的準備與引導技巧。修課同學將透過實際參與主持公共討論的機會,了解公民參與過程的張力與挑戰,進而對於公共參與的政策影響和民主意涵保持反省,成為公民社會和社區營造的組織人才。
Public participation is a core element and indicator of strong democracy. This course introduces the concept, evolvement and approaches of public participation, and equips the students with the capacity of designing and hosting deliberative public discussions. Students are required to engage in and assist a real-world community consensus meeting.


課程目標 Objectives

         1.帶領同學瞭解公民參與的理念、發展與國內外作法經驗。
2.培力同學判斷公民參與的機制、設計與執行品質。
3.裝備同學對公民參與及審議民主的操作與主持知能。
4.協助同學參與一項公民共識會議之實際操作。
Introduce the concept, evolvement and approaches of public participation.
Empower the students to be able to assess the quality of public participation practices.
Equip the students with the capacity of designing and hosting deliberative public discussions.
Equip the students to engage in and assist a real-world community consensus meeting.


授課方式 Teaching methods

         概念講授、分組討論、外師演講、同學導讀、課堂演練、校外實務演練。
Lectures, group discussion, workshops, in-class practice, off-campus visit and practice.

本學期的校外實務演練,將與高雄市湖內區公所合作,進行太爺河濱運動園區開闢計畫之社區共識會議及參與式規劃,因此將在期初由外師協助培力同學們對於審議討論的主持與紀錄技巧,並實際參與參與式工作坊之主持與紀錄。
